Oregon Housing and Community Services is the state's housing finance and community development agency. In 2023, the agency led the state's Emergency Homelessness Response under a series of Executive Orders directing coordinated action across multiple state agencies.

The complexity wasn't the technology, it was the stakeholders and the stakes. I defined an information architecture that served all three audience types from a single structure, without fragmenting into separate sites or parallel content systems. Every word of launch copy had to be accurate, accessible, and defensible across a politically charged environment. The multi-agency review structure I built moved quickly precisely because it was designed to, not despite, the competing priorities, but to account for them.
Launching fast under significant public and political scrutiny, serving residents seeking services, journalists covering the story, and partner agencies navigating a new program structure, all from a single unified site.
